ALABAMA - A Texas State University professor's study ranks Alabama 7th for having one of the nation's worst scorecard for efforts to keep litter off their highways. But state officials question the findings of Steve Spacek's study that shows seven of the 10 states with the worst records are in the South, with Mississippi ranked No. 1. Read more.
