DOC promises review after prison homicide |

The South Dakota Department of Corrections says it will review its internal procedures following a homicide in its maximum-security unit. The announcement came the same day inmate Douglas Ipsen, 28, was charged with first- and second-degree murder and manslaughter in the Sept. 7 strangulation death of his cellmate, 37-year-old Kent Davidson.
