School starts Monday for juvenile offenders being detained or incarcerated at Spring Creek Youth Services Center in Colorado Springs. That's more than a month later than usual, but things haven't been on track at the state-run center for a while. State lawmakers have been demanding answers since May, when issues of violence, including assaults on teachers and the safety and security of staff, came to light and under public scrutiny.
