County tasks new group with jail planning |

It’s been a year-and-a-half since the Minnesota Department of Corrections (DOC) announced it would downgrade the Winona County Jail from a full-fledged jail to a “90-day lockup” facility because the jail is not up to code, and 11 months since the sanctions took effect. Since then, there has been lots of talk about building a new jail or remodeling to avoid a total shutdown of the jail by the DOC, a local grand jury echoed the DOC’s concerns about the jail’s lack of space, and national consultants made multiple days-long visits to Winona, produced a report, and led a training. Now what? “Up to now, the process has been a series of related actions without a specific plan,” Winona County Administrator Ken Fritz wrote of the county’s efforts in a memo to the County Board. While those were all good, useful steps, he continued, “In my opinion, it’s time to add structure to the process. Without it, we will continue to wander and potentially waste resources.” With that preface, Fritz proposed and the County Board tentatively endorsed the creation of a Jail Planning Committee at a meeting earlier this month.
