| Description: | Advises and assists the Ada County Sheriff and the Board of County Commissioners in the direction and coordination of all matters affecting Ada County Emergency Communications. Performs related duties as required. Position is located in the Ada County Sheriff's Office, Communication & Information Services Bureau. PRIMARY JOB RESPONSIBILITIES: Acts as Chairman of an active Emergency Communications Planning Committee; Acts as the primary source of advice and assistance to the Ada County Sheriff and the Board of County Commissioners relating to public safety emergency communications, including operations, training, maintenance management, procurement and planning; Serves as a liaison among the Sheriff's Office, Board of County Commissioners, police chiefs, fire chiefs, Emergency Medical Services Director, elected officials, and other community members; Supervises project managers and support specialists in the Emergency Communications Section; Develops and establishes policies, procedures and protocols to administer effective and efficient standards of emergency communications services; Ensures quality and consistent services are delivered in compliance with Sheriff's Office policy, professional standards, FCC regulations, and state and federal laws; Develops and administers the Emergency Communications Section budget, including equipment, supplies, training, and county-employed personnel; Researches and coordinates any related State or Federal grants and/or contracts needed; Initiates, develops, and conducts public presentations; Negotiates and engenders cooperation across a wide spectrum of interests and backgrounds; Conducts or oversees research, makes sound recommendations based on analysis of data, and implements changes; Oversees staff development, including performance appraisals, and training; Establishes program goals and performance standards; and Performs related duties as assigned. JOB SPECIFICATIONS: Must be at least 18 years of age and possess a high school diploma or equivalent; A minimum of five years experience in the public safety field; A minimum of five years of supervisory or management experience; Knowledge of current emergency communication technology including enhanced 911, public safety answering points, Computer Aided Dispatch, trunked radio systems, Automatic Vehicle Location systems, and related equipment and outreach methodology of such technology; Knowledge of current and emerging telecommunication and information technology and their relationship to the various functional areas of public safety communications of Knowledge of FCC regulations; Knowledge of management and budgeting procedures; Skill in the operation of standard personal computers; Skill in creating and maintaining effective relations with other entities both within the Sheriff's Office and outside the Sheriff's Office; Ability to initiate, develop and present proposals logically and forcefully yet with tact and sensitivity, while fostering cooperation without coercion; Ability to make verbal and written presentations in a clear and concise manner; Ability to lead planning activities and assist elected officials, department and office directors, staff and customers in problem solving and analysis; Ability to develop and implement policies and procedures; Ability to exercise independent judgment; Ability to prepare accurate and complete written reports; Ability to communicate effectively verbally and in writing and exercise tact, diplomacy, and patience with a diverse group of individuals, including elected officials, department and office directors, representatives of other jurisdictions and private organizations, employees, and the general public; Ability to identify issues involving information technology and telecommunications technologies that require attention and prioritize those issues; Ability to prioritize one's own work and the work of others; Ability to effectively lead by providing appropriate and effective work direction to employees, promoting the mission and vision of the department and the County, and reinforcing employee desired work behaviors; Ability to facilitate the group problem-solving process, recognizing positive results, managing conflict, and negotiating satisfactory outcomes; Ability to identify risks involved in projects and minimize any liabilities; and Ability to positively lead and work as a member of a team to accomplish Sheriff's Office goals. OTHER REQUIREMENTS: Must appear before an oral board and complete a polygraph and background check prior to entrance on duty. WORK ENVIRONMENT AND PHYSICAL DEMANDS: Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions; Position frequently requires a combination of sitting and standing to accomplish tasks and the ability to lift up to 20lbs.; Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks. Preference in appointment will be given to eligible veterans. *** Due to the Sheriff Office's attempt to create a relatively smoke-free environment for those employees who choose not to smoke because of their growing concern for their health and welfare, applications from those who have not smoked will be considered for employment.
