Description: Overview: The Pennsylvania Commission on Crime and Delinquency (PCCD) and the Pennsylvania Commission on Sentencing (PCS) are collaborating to create a Senior Level Research and Evaluation position. PCCD and PCS have a critical need to secure a highly qualified researcher who can assist with the preparation of complex research, planning, and evaluation activities.

Both agencies are mandated by statute to conduct justice research and evaluations on behalf of the Commonwealth. PCS is currently accepting resumes and related materials for this position. The position will be based in Harrisburg. Responsibilities: The successful candidate will assist PCCD and PCS staff with a variety of tasks including but not limited to: conducting research and program evaluations; analyzing complex data sets; preparing subsequent policy and program reports; developing impact statements on proposed legislation; staffing PCCD’s Research Evaluation, Analysis, and Data Collection Advisory Committee; and providing oversight and support to internal and external research projects.

The position will also be tasked with supporting a number of related justice initiatives including but not limited to: determining the risk factors for recidivism for adult and juvenile offenders; evaluating training programs; assisting with the development of a geospatial mapping capacity to support local law enforcement crime analysis; and preparing a research dissemination strategy.
Special Instructions: Educational Requirements: Ph.D. or Ph.D. (ABD) in Criminal Justice, Administration of Justice, Statistics, Public Administration, or a related social science field required.

Minimum Experience Requirements: Candidates must possess a minimum of 15 years experience in management and administrative positions in federal, state, and/or local government; 15 years of professional experience with public safety, justice, and/or law enforcement agencies; a minimum of 10 years experience of progressively advanced experience conducting and administrating justice and/or public safety research projects, contracts, and programs in federal, state, and/or local government; and, a minimum of 10 years developing policies and procedures in federal state, and/or local government. Experience with public safety and law enforcement training and curriculum development and evaluation would be a plus. Required Knowledge, Skills, and Abilities:

Familiarity with the Commonwealth’s public safety, justice, and/or law enforcement agencies. Ability to identify and analyze highly complex research issues; to design and conduct complex research studies; and to develop recommendations. Experience applying advanced statistical analysis techniques to a range of quantitative data analyses. Expert knowledge of techniques used in program analysis and evaluation research. Knowledge of state legislative process and the responsibility of the various legislative committees. Knowledge of the structure and operations of the criminal justice system, and the relationship of the federal system to state and local governments. Ability to express ideas clearly and effectively, orally and in writing. Computer proficiency using MS Office as well as and with standard statistical analysis packages such as SPSS and/or SAS. Active PA Driver’s License.
