| Description: | ICITAP is a law enforcement development organization whose mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives. In coordination with the ICITAP Senior Corrections Advisor, provide experienced leadership for an international corrections development program that assists the Directorate General for Corrections (DGC) to develop and institutionalize terrorist prisoner management and programs to counter the radicalization of non-terrorist prisoners; assist the DGC in the implementation of Terrorist Management Guidelines policies and procedures. Engage and develop partnerships with U.S. government interagency funders and provide cooperation in the delivery of program goals. Develop curriculum that is in accordance with correctional best practices and international human rights standards. Provide correctional leadership competencies training, mentoring, and assistance to executive prison leadership. Provide basic correctional skills training, mentoring and assistance to mid- and line-level corrections staff. Practice cultural sensitivity and build relationships with ministry, prison headquarters and prison facility leaders to accomplish mission objectives. Conduct systematic evaluations and analyze data to determine how the implementation of prison operations and terrorist management procedures are progressing, whether benchmarks are being met, and compile reports on the progress of the program. Collaborate with program assistants in their administrative and translation duties as necessary to accomplish program goals and objectives. Candidates must have senior executive level corrections experience and a proven ability to effectively manage prison operations; demonstrate excellent analytical ability; possess excellent knowledge of standard correctional practices and the United Nations Standard Minimum Rules for the Treatment of Prisoners; and should possess a basic understanding of the Global Counter-Terrorism Forum’s Rome Memorandum on Good Practices for Rehabilitation and Reintegration of Violent Extremist Offenders. Candidates must also project a professional image and conduct themselves in accordance with the legal and ethical expectations of the U.S. Department of Justice. The senior corrections advisor must understand and relate to all levels of the correctional (prison) hierarchy. While the approach to line-level staff may require a more detailed and directive style, discussing the implementation of new correctional reforms with the warden or his senior managers will require a more tactful and diplomatic communication style; the advisor must be perceptive of the difference and tailor communication styles accordingly. The senior corrections advisor must be sensitive to the laws and cultural norms of the host country. The advisor will be called upon to work in a combination of the ICITAP office and within the confines of a foreign prison where the conditions are not equivalent to the security, cleanliness, and hygiene standards foundin the prisons of Western countries. The weather in Southeast Asia is generally warm to hot and the humidity is high. The monsoon season lasts up to five months of the year when very rainy conditions prevail. Air conditioning is not available in some work environments. In-country travel to various prison facilities for several weeks at a time may be required. Conditions in these locations are rather spartan and lack many Western-style conveniences. Access to modern medical facilities and health care are minimal to non-existent. |
| Special Instructions: | Minimum Qualifications: • Masters degree and 20 years of law enforcement experience; 10 years of international experience. • At least 5 years of senior management experience over a civilian police force or a federal law enforcement agency. • Experience as a teacher, trainer or advisor on criminal justice agency development programs to senior management personnel of the host country. • Experience advising executives at state or federal levels on law enforcement/police issues and training/mentoring experience in anti-corruption concerns processes, internal affairs and problem resolution. • Ability to establish and manage personnel and budgets. • The described requirements may be substituted by additional years of law enforcement and/or international criminal justice program development and/or training experience.
