Description: This is administrative and management of the County's Fire Rescue Department including Emergency Medical Services, Emergency Management, Enhanced 911 and Fire/Rescue services. An employee assigned to this classification is responsible for all activities, operations and functions of the Fire Rescue Department including: finance budget administration, staffing, planning and policy formulation. Work is performed under the direction of the County Manager or designee and is reviewed through conferences, reports and observation of results obtained. Examples of Duties: ESSENTIAL JOB FUNCTIONS Manages fire prevention, suppression and investigation activities to achieve established goals. Manages emergency and non-emergency medical care and transport and non-transport services are provided in accordance with applicable federal, state and local laws and regulations to acieve established goals. Emergency Management preparation, resource allocation, planning and operations are kept current and effective. Manages Enhanced 911 to provide optimized support and fiscal accountability for citizens and emergency responders. Supervises and coordinates the activities of subordinate supervisors and employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation. Establishes and maintains excellent working relationship with other agencies, and ensures coordinated and integrated county emergency plans and services. Provides ongoing review of federal, state and local emergency services, laws, rules and regulations to determine impact on the County. Directs program activities, ensuring that high quality services are provided. Prepares and presents budgets for senior management team approval, County Manager review leading to County Commission approval, with specific reference to current and future plans, accomplishments, and supporting data. Directs the business and financial affairs of the Fire Rescue Department including preparation of requisitions, budget amendments and transfers. Monitors and accounts for expenditures in accordance with established procedures. Directs the establishment and implementation of all Standard Operating Procedures for the various programmatic areas within the Fire Rescue Department. Develops, implements, and updates procedures and management systems that optimize performance. Responds to significant emergency incidents to assist, observe, and/or assume upon observing the need for expanded command, control, and effectiveness. Initiates command procedures in compliance with the Department's Incident Command System. Coordinates site command and fire rescue activities and emergency medical care with municipal and County firefighters on emergency and non-emergency incidents. Negotiates and ensures compliance of Fire/EMS agreements with the municipalities and other agencies. Provides command and lead role of the Alachua County Fire Services Network within the incorporated area or if specifically designated within service agreements. Performs related work as required. Bachelors degree in Fire Science Technology, Emergency Medical Services, Public Administration Management or a closely related field and five years experience as an Assistant Chief or higher level chief administrative officer in a fire rescue department that provides a full range of emergency and non-emergency services, such as but not limited to: advanced life support, emergency and non-emergency medical transport, fire suppression, fire prevention and fire inspection; or any equivalent combination of related training and experience. Successful completion of a pre-employment physical examination and criminal history background check are required prior to employment. An incumbent of this job classification will be required to file a financial disclosure statement (form 1) with the Supervisor of Elections in their county of residence in compliance with Florida Statutes, Chapter 112, Part III. Such filing is required within 30 days of placement in a covered position, annually thereafter by no later than July 1 of each year in which they serve in the covered position, and within 60 days of leaving the covered position. Upon submission of application, proof of the following must be provided and maintained as a condition of employment: *Current State of Florida Firefighter Certificate of Compliance. *Current State of Florida Paramedic Certificate *A valid State of Florida Driver's License (Class "E") with current EVOC (Emergency Vehicle Operators Course) certificate or to be completed with six (6) months of hiring.
