Description: Brief Description of Duties: Conducts preliminary analyses to determine nature of requirements, logical work and information flows. Has lead responsibility for preparation of detailed system designs and evaluates pros and cons of customized and off-the-shelf solutions. Documents requirements for alternative solutions; prepares overall project recommendations, including estimates of funding and time requirements. Responsible for preparation of detail systems design and for design and developments of data bases, data collection and quality assurance polices and procedures. Assists in the preparation of RFP's for applications development services. Tests and deploys software based on implementation plans. Develops training plans and trains users in applications being deployed. Provides technical it advice to managers within the agency. May represent the agency in meetings and discussions with federal representatives. Work assignments require incumbent to understand and simplify complex business processes; codify requirement statements from multiplicity of functional area specialist using existing and leading edge software development tools; produce a finished product for use by both it and lay personnel. Incumbent must also stay abreast of rapidly changing software and hardware technological environments. Must be competent at managing multitask projects and teams through a wide variety of phases, i.e. from feasibility studies through post implementation evaluation. Assignments involve design, implementation and maintenance of automated systems which typically affect public safety and the cost effectiveness of inmate incarceration operation.
Special Instructions: Qualifications Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicant must possess a Bachelor's Degree in computer science, Mathematics, Operations Research, Statistics, or a related discipline and five years of experience in Information Technology or a related discipline or a minimum equivalent combination of nine years of education, training and experience. Working knowledge and experience with JAVA and NET programming is necessary and Lotus experience is preferred.
