Description: Job Title:Assistant Project Manager Work Schedule:Day Shift/May be required to occasionally work greater than 40 hours/week. May be required to occasionally work swing, grave shift and weekends. Company:Ahtna Support and Training Services, LLC Department:Port Isabel Detention Center Location/Site: Los Fresnos, TX Reports to:Project Manager Employment Status:Full-time /Regular FLSA Status:Exempt Summary Oversees and manages all operations and administration at the PIDC facility. Essential Duties and Responsibilities •Conducting liaison with ICE management as necessary to promote operational efficiency in the absence of the PM. •Coordinate HR, Administrative, Operational, and Strategic support with PIDC site management. •Drafting replies to client-identified performance concerns. •Conducting unannounced, random monthly shift-by-shift site inspections to verify logs, records, procedures and qualifications of officers assigned to posts. •Conducting monthly unannounced random inspections and reviews of PBNDS and ACA components with Quality Assurance staff. •Conducting monthly unannounced random inspections and reviews of safety plan components with Safety Manager. •Conducting monthly unannounced random inspections and reviews of security operations with the Chief of Security or Shift Commander. •Oversees the Food Service Department and manages the Food Service Manager. •Reviewing disciplinary action reports from Shift Commanders and recommending discipline to the PM. (HR) •Reporting Operational, Administrative, and Logistics issues to PIDC Project Manager for forwarding to Division Director. •Counseling employees on performance deficiencies as necessary. •Managing the Uniform/Duty Equipment Program, ensuring officers are receiving appropriate uniforms and replacement articles. •Issuing written memos to staff concerning safety awareness, hazard abatement and performance issues. •Notifying PM of all disciplinary and/or investigative matters, which may affect clearance eligibility. •Manage the random urinalysis program. •Act as a member of the selection panel for Union Supervisor promotions, security and non-security promotions and Supervisor/Officer of the Quarter/Month. •Reporting to the PM in managing and coordinating Detention Operations for federal detention facility in accordance with ICE Detention, ACA, and PBNDS. •Assisting the PM in overseeing the administration and supervision of federal detainees, ensuring that contract staff observes all rights and privileges afforded to detainees. •Reviewing and submitting weekly payroll report to Corporate, ensuring sick leave, vacation time and productive hours is reported. This will only be done in the absence of the PM. •Reviewing and submitting weekly/monthly invoices to the corporate accounting office for invoice payment. •Conducting investigations as directed by the PM. Supervision The Assistant Project Manager may be responsible for supervising up to 8 department managers. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum Qualifications •Must have knowledge of program objectives, policies, procedures, and requirements for managing a secure detention/correctional facility. •Must have at least 3 to 5 years of related administrative experience •Computer skills including proficiency in various Microsoft Office Suite programs such as Word, Excel, PowerPoint. •Knowledgeable with working related experience in PBNDS and ACA compliance or other similar compliance standards. •Ability to communicate clearly both orally and in writing. •Organizational skills commensurate with position. Preferred Qualifications •Bachelor’s Degree in appropriate discipline; or at least 3 to 5 years of related administrative experience, and have knowledge of program objectives, policies, procedures, and requirements for managing a secure detention/correctional facility. •Degree requirement may be met by completion of career development program that includes work related experience, training, or college credits at the level of achievement equivalent to the bachelor’s degree. •Experience and knowledge of Alaska Native cultures Shareholder Preference Pursuant to PL 93-638, as amended, preference will be given to qualified Ahtna Native Corporation Shareholders, Descendants, and Spouses in all phases of employment. Physical Demands May be required to bend and stoop frequently and occasionally kneel or crouch. Often climbs stairs and works with arms above the shoulder. May often be required to move heavy equipment. Required to lift 50 lbs. or less frequently and often lifts 50-65 lbs. May often be required to grip, squeeze and repetitively use fine hand movements. Work Environment The work environment characteristics described in this job description are representative of those an employee encounters while performing the essential duties and responsibilities of this job. Work areas will include all areas of the secured facility, and often works alone. Works in a correctional setting requiring attentiveness and officer safety. Works where slips & trips may occur frequently and often exposed to sharp objects. Exposure to blood borne pathogens. Exposure to south Texas weather in a moist or dry environment with exposure to sun extreme heat, cold and rain; some noise and chemicals,. Overall demands of this position are moderate.
