| `Extreme Pain' Focus Of Death-Row Appeal |

Lawyers for death-row inmate Richard Reynolds will argue before the state Supreme Court today that his death sentence should be vacated because the state failed to prove he inflicted extreme psychological pain while killing Waterbury Police Officer Walter Williams in 1992. Public defender Kent Drager also wants the state's highest court to invoke its rarely used supervisory powers to require judges to evaluate the evidence prior to jury selection in all cases where prosecutors say they will seek the death penalty. Reynolds, a New York drug dealer, and another man were stopped by Williams just before 4 a.m. and were told to put their hands on the cruiser roof. Reynolds kept his right hand in his pocket, which held a loaded .38-caliber handgun. When Williams ordered Reynolds to take his hand out of his pocket, Reynolds bumped Williams to determine if he was wearing a bullet-proof vest, which the officer was. Reynolds drew the gun, shot Williams once in the head, then fired the remaining five bullets at the fallen officer as he fled. Drager, in his brief, raises 122 claims of error in his quest to reverse both Reynolds' conviction and sentence. Among the principal claims is there is no evidence Williams was conscious when Reynolds fired the five additional shots at him. The state counters, however, that Williams told a motorist who happened on the scene minutes later, 'I've been hit ...I've been hit.'' When Officer Tim Jackson responded to the motorist's call for help, Williams was unable to speak, but reached up and put his hand on Jackson's shoulder and held it there for several seconds. Reynolds was sentenced to death in April 1995, and is one of seven men on death row in Connecticut. The state's last execution took place in 1960. |
