Wis. Supermax Restrictions to Be Eased

State prison officials will increase inmate privileges and ease restrictions at the ultra-security Supermax prison in Boscobel, partially in response to criticism of the facility, the Department of Corrections announced recently.
The changes include allowing all inmates to have prison-sponsored TV programming in their cells, improving heating throughout the prison, installing clocks for the inmates and increasing the maximum exercise time from four hours to five hours a week, department officials said.
Prison officials have reduced the minimum time that inmates spend on the most restrictive level of Supermax, where inmates must start their incarceration, from 30 days to one week. They also plan to expand the use of face-to-face visits in the prison rather than relying on videoconferencing for most visits.
A class-action lawsuit alleging cruel and unusual punishment at the prison and criticism from groups such as Amnesty International played a role in the decision to change some of the conditions, Corrections Secretary Jon Litscher said. Nearly two years of evaluating what works at the prison contributed to the changes, he said.
'You have to constantly evaluate every program that you put in, especially in a high-intensity institution like Supermax,' Litscher said. 'You've got to step forward and make the positive changes you think are important.'
