The death of an Orleans Parish Prison inmate is being investigated by the district attorney and the FBI. State and federal authorities are trying to determine why Shawn Duncan, 24, died of dehydration while being held on traffic charges. Duncan died Aug. 10 after being jailed one week earlier, apparently in good health. The coroner's office determined that Duncan was being held in restraints when he died in the prison's psychiatric unit. Sheriff Foti said that Duncan was being held in the psychiatric ward because he was intoxicated, belligerent and suicidal when he was brought in. The sheriff's office said that Duncan was under constant medical supervision and had access to food and water throughout his stay. But an attorney for Duncan's family said that the sheriff's explanation is lacking. Attorney Mary Howell said that she welcomes the investigations. |
