A Montgomery County (N.C) prison appears headed for a six-figure makeover that includes more mirrors, privacy blinds and outlets for hair dryers. The reason: State prison officials want to move the male inmates out of that maximum-security prison, Southern Correctional Institution in Troy, to create a maximum- and medium-custody facility for the growing number of women serving long sentences for serious crimes. Director of Prisons Boyd Bennett said the state is outgrowing its home for female serious offenders -- the N.C. Correctional Institution for Women in Southeast Raleigh, which has room for about 1,300 maximum- or medium-custody inmates. The men at Southern, in the south central part of the state, will be transferred to other prisons. Many will wind up in one of the six close-custody prisons that have opened or will open by 2008, including one Gov. Mike Easley dedicated last Tuesday in Alexander County. Those prisons give the department the chance to put women in Southern, a 500-bed prison that opened in 1983 and houses one inmate per cell. A Correction Department study shows that the number of maximum- or medium-custody female inmates is expected to grow from 1,301 this year to 1,486 by 2013. Sandy Pearce, the department's research and planning manager, said the rise is largely the result of general population growth in the state and not because of any noticeable sociological trends. Women will still represent a small minority of all inmates -- about 6 percent. Nationally, women are making up a higher percentage of the prison population -- 6.8 percent in 2002, up from 5.7 percent in 1990, said Alan Beck, chief of correction statistics for the federal Bureau of Justice Statistics. He said a 17 percent increase in violent-crime arrests for women over the past decade played a role. Bennett said the conversion of Southern will take place late this year or early 2005, unless legislators oppose the plan. None has raised objections in legislative oversight committees over the past three weeks. Bennett estimated the cost to convert the prison, which would include adding medical staff and social workers to handle family issues, would be less than $500,000. The conversion is part of a 10-year plan that holds one kernel of good news for taxpayers: Correction officials say they will not need to build another maximum-custody prison beyond those already authorized by the General Assembly. Those prisons, which house one inmate per cell, are the most expensive, costing about $80 million each. But the department envisions a growing need for beds for minimum- and medium-security male inmates. By 2013, they expect a deficit of 5,800 beds. To close that gap, correction officials call for adding 11 medium- or minimum-security prisons, reclassifying several others and adding 240 beds to a minimum-security prison. They would build all 11 facilities next to the six new maximum-security prisons so that food, program and management costs could be shared. |
