Arizona Governor Jan Brewer named Charles L. Ryan interim director
and Charles Flanagan interim deputy of the Arizona Department of Corrections.
Ryan’s thirty years of corrections experience includes national and international corrections consulting, as well as serving as an assistant program manager for the Department of Justice, the director for the Arizona Department of Corrections, and a prison warden and administrator. He experience also includes developing correctional institution policy, which involved creating an inmate classification system, staffing and activating prison complexes, and developing budgetary requirements. In addition, Ryan developed operational processes that enhanced inmate accountability, and worked with management processes at an agency that employed more than 10,000 personnel and held more than 31,000 inmates. Flanagan’s experience includes academic/work‐ based education leadership and correctional industries administration. Through his 23 years of corrections work he has been an officer, warden and assistant division director, has served in executive positions, and worked in supervisory and senior security roles. Prior to his most recent appointment as interim deputy, Flanagan was director of the Correctional Education Division of Cochise Community College in Arizona, and the program co‐chair of the college’s Administration of Justice Studies program. |
