A female prisoner claims the warden at the Northumberland County (Pa.) Prison raped her in his pickup truck during a transport to Williamsport last year. The allegation against Warden Ralph "Rick" Reish, 59, came to light in a request for a search warrant made by state police and marks the latest in a string of troubling incidents involving the prison. However, no charges have been filed against Reish. The warden could not be reached for comment Thursday, but his comments in a written statement to police seem to indicate nothing out of the ordinary occurred in the trip to Lycoming County Prison on Sept. 19, 2003. Meanwhile, the county prison board, following an emergency meeting on Thursday, suspended Reish without pay for three days, beginning Monday. The board cited his violation of policy regarding transportation of inmates and failure to notify the board of a criminal investigation. "The suspension is unrelated to the allegations which were the subject of the search warrant," the statement says. Prison board members would not comment further on the allegations, but President Judge Robert Sacavage, who also serves as chairman of the prison board, acknowledged it has not been a pleasant period. "It's been a tough month at Northumberland County Prison, and just when we think we have things under control, there's a new revelation," Sacavage said. "The timing has put enormous pressures on the prison board." Sacavage said accusations such as rape concerning a warden are rare and extraordinary. The latest trouble comes just weeks after a grand jury investigation resulting in the arrest of seven current and former correctional officers, and only a day after a separate allegation of abuse at the prison. |
