| Prisons move to stamp out contraband by limiting mail privileges for high-security inmates |

In a bid to prevent drugs and other contraband from leaking into its prisons, the New Hampshire Department of Corrections is introducing a new mail policy for high-security inmates: postcards only. Beginning next month, prisoners in C4 or C5 custody levels – the two highest in the state’s prison system – will no longer receive mail in envelopes, unless it contains correspondence from their attorneys or other permitted legal documents. Instead, only content printed on postcards will be delivered to them. Inmates in lower levels will continue to receive traditional mail, but envelopes will be removed and destroyed before contents are delivered to them, prison spokesman Jeff Lyons said. The directive, issued late last month by Commissioner William Wrenn, is in response to heightened concerns that some inmates and their contacts outside the prisons are growing increasingly emboldened – and crafty – in their attempts to sneak drugs and other illegal items inside, Lyons said. “No matter what steps we take to stop it, the items still come in,” he said.
