| Alabama moves to stifle jailhouse lawyers |

An Alabama inmate who doesn’t have a lawyer faces significant hurdles in bringing a claim of inadequate medical care to court. After complaints about thousands of lawsuits filed by inmates, often on flimsy grounds, the Alabama Legislature, led by Sen. Arthur Orr, R-Decatur, passed the Alabama Prisoner Litigation Reform Act in 2013. Its aim is to reduce the number of frivolous lawsuits filed by prisoners, Orr said. “The genesis was the cost of litigation of frivolous lawsuits coming from inmates within the corrections system,” Orr said. “I know across the state they were having to defend prisoner pro se (without a lawyer) litigation because, admittedly, incarcerated individuals have a lot of time on their hands."
