The latest property to run afoul of Wilkes-Barre zoning laws is owned by Luzerne County. The Wilkes-Barre Department of Planning and Zoning issued a notice of violation for the county’s minimum offenders custody unit, saying the county allowed parolees to live there beyond their sentences and allowed unsupervised work release without court orders. The Wilkes-Barre Department of Planning and Zoning issued the notice Monday for the facility at 40 Reichard St. The minimum offenders unit was operating “as a boarding facility,” with parolees who had finished their prison sentences living there, according to the city.
