ENGLAND, Arkansas — Arkansas prison officials have set new restrictions for inmates working at schools after a man who tortured and killed a teen in 1974 installed gym equipment at a junior high. The Department of Correction changed its policy Wednesday, saying state prison inmates working for Arkansas Correctional Industries must seek approval from school and prison officials before working when children are present.
