CARLSBAD >> The new warden at the Eddy County Detention Center is no stranger to the Southwest desert, nor to the inside of a detention facility. Bill Massengill has worked at all levels — from the federal to the county — and he knows his business inside out. He started working at Eddy County a few weeks ago.
