Tallahassee Needs to Fix Broken Prisons

Mike Crews, the embattled secretary of the Florida Department of Corrections, resigned this week, two years after inheriting a prison system plagued with widespread abuse and mismanagement.

Part of the problem at the DOC is a lack of continuity, with six secretaries in eight years. A department with 20,000 employees is bound to have a few bad apples who have little fear of a secretary who's bound to be gone in short order.

Earlier this year suspicious deaths were reported in several state prisons. At Dade Correctional Institution, a mentally ill inmate was scalded to death by guards who thought prolonged exposure to excruciatingly hot water was fitting punishment. While he pleaded for mercy, they mocked him. Had it not been for a health-care worker, they might have gotten away with murder.
