Emergencies mean double-time-and-a-half for RI prison guards

PROVIDENCE, R.I. (WPRI) – When Rhode Island’s governor utters the words “state of emergency,” it comes with a hefty price tag.

Correctional officers at the state prison immediately begin collecting double-time-and-a-half pay when the governor declares an emergency due to a 2006 arbitration award, according to union contracts and a ruling obtained by Target 12. Most other unionized state workers get time-and-a-half.

“Double-time-and-a-half – I’ve never heard of that until I became governor,” Gov. Lincoln Chafee told Target 12.

The R.I. Department of Corrections says the average prison guard is paid $28.93 an hour. When double-time-and-a-half takes effect, the average guard’s pay rate jumps to $72.50 an hour. The median wage in Rhode Island was $17.72 an hour in 2011, according to the state.
