Rockingham County sued for teen's alleged jailhouse beating

BRENTWOOD — A teenager has filed a federal lawsuit against the county and several jail employees alleging that while he was "viciously assaulted" in the county jail, by an accused armed robber, jail staff didn't intervene to protect him, but instead waited "for backup."

Filed March 23 in the U.S. District Court of New Hampshire, the 5-count suit claims Peter Ouwerkerk was a 17-year-old inmate, who is developmentally, emotionally and psychologically impaired, when he suffered the jailhouse beating. The suit alleges that on July 10, 2014, Ouwerkerk was beaten by inmate William Flibotte in the presence of jail officers Edna Dizdarevic and Leland Hunter who "tried calling back-up five times before help arrived."

According to a prior Portsmouth Herald report, Flibotte was jailed at the time on charges alleging he committed knife-point robberies at the Cabot Street Market on June 24 and Hanscom's Truck Stop on June 30 of last year. He's also charged with a June 6, 2014, knife-point robbery at the X-tra Mart on Main Street in Exeter.
