County can balance budget without layoffs |

Bernalillo County Manager Tom Zdunek says he can balance next year’s budget through new tax revenue and belt tightening, but there would be no layoffs, furloughs or dramatic service cuts. And the county would again dip into its discretionary reserve, which would shrink from about $18 million to $10 million. Overall, the county’s general-fund spending would fall to about $261 million, down 9 percent from projected spending levels for the current fiscal year, according to figures provided by the county. Zdunek and other top county executives shared their budget plan during a public hearing this week. A formal budget proposal will go to the County Commission next month and cover the fiscal year that starts July 1. The budget, Zdunek said, will rely on freezing vacant positions, reducing employees’ cellphone use and other basic cost-cutting measures.
