Prison owner seeks 'flexibility' to house high-security inmates from other states in Baldwin

LANSING, MI — GEO Group, one of the country's largest private prison companies, is asking the Michigan Legislature for an assist as it negotiates contracts to bring out-of-state inmates to its shuttered facility near Baldwin.

Legislation sponsored by Rep. Jon Bumstead, R-Newaygo, would allow the prison to take in Level V inmates, who can only be housed in maximum-security prisons. Current law allows the prison to hold Level I-IV inmates only.

"The states that we're talking to have asked for more flexibility," said GEO Group consultant Cloid Shuler, former deputy commissioner of the Indiana Department of Corrections. He did not disclose which states the company is negotiating with but expects that information will be made public in coming months.

The Baldwin facility, owned by the GEO Group, previously served as the Michigan Youth Correctional Facility. The state terminated that contract in 2005, but a 2006 law allowed the company to use it to house inmates from other states.
