Most counties still await money for prisoner screenings |

OKLAHOMA CITY — A screening program touted as helping to control the burgeoning prison population by sending low-risk offenders to specialized programs will expand to nine more counties this year. Still, nearly two-thirds of Oklahoma’s counties don’t have the funds to assess prisoners for mental health and substance abuse needs. The screening program — which also gauges someone’s risk of committing new crimes to determine whether they might qualify for an alternative sentence — was among the basic recommendations made by the state’s 2012 Justice Reinvestment Initiative. The study, aimed at cutting corrections costs and improving public safety, found that Oklahoma’s prison population is growing faster than its overall population and driving a 30 percent spike in prison spending.
