Art Bowker receives HTCIA's Lifetime Achievement Award

Steven Branigan, Acting President, is pleased to announce that Ohio Chapter member Art Bowker has been chosen as the 2016 Lifetime Achievement Award recipient by the High Technology Crime Investigation Association (HTCIA).

HTCIA is the world’s largest non‐profit professional organization devoted to the prevention, investigation and prosecution of crimes involving advanced technologies (3, 000 plus members worldwide). The HTCIA Lifetime Achievement Award is an annual recognition given to one individual with at least seven years membership, who has made significant contributions to HTCIA goals. Some specific factors considered in bestowing of this top award include evidence of advancing the field of computer investigations and prevention of high tech crimes through education and/or the development of tool(s) and or technique(s) and participation as a Chapter or International officer Bowker is a 27 year federal employee who has worked in law enforcement and corrections in Northern Ohio and is recognized as an expert in managing cyber‐risk in offender populations. He co‐wrote Investigating Internet Crimes, 1st Edition: An Introduction to Solving Crimes in Cyberspace, and was the author of The Cybercrime Handbook for Community Corrections: Managing Offender Risk in the 21st Century, the first and only text of its kind for probation/parole officers. In addition to these two books, Bowker has written countless articles online and in print on cybercrime as well as giving numerous presentations and training sessions.

He was one of the founding members of the Ohio HTCIA Chapter, serving in every chapter officer position except for Treasurer. Additionally, he was the 2006 Chair of the HTCIA International Conference and Expo, held in Cleveland, Ohio. He joined the International Executive Committee as Secretary in 2006, becoming the 2007 1st Vice President and 2008 International President. Bowker holds lifetime membership status as a result of being the International President. In 2013 Bowker was recognized with top awards from the Federal Probation and Pretrial Officers Association and the American Probation and Parole Association for his efforts to promote awareness of cybercrime and tools for helping the community corrections field combat computer crime. He is a lifetime resident of Northern Ohio, working in the Cleveland/Akron area and he is also a member of the Northern Ohio Chapter of InfraGard. Bowker will be presented this award at the 2016 HTCIA International Conference and Training Expo in Summerlin, Nevada, August 28 to 31, 2016.
