Superintendent says he won't open new jail without budget |

LACONIA — The superintendent of the Belknap County House of Corrections says he won’t open the new county corrections facility in September without the $100,000 budget that was recently denied by the county delegation in its budget agreement. The money would pay for additional corrections officers, training, and educational materials to help lower the county’s 70-72 percent inmate recidivism rate, said Superintendent Keith Gray, who was hired in 2015 in part because he had worked in other corrections systems in the state that have better success at retraining criminals so they don’t end up back in jail. At recent meetings, county delegation members have questioned why Gray needed a $100,000 budget. But Gray and others have answered that Belknap County officials bought the new $8 million community corrections facility, and they need to supply it with appropriate staff and education materials for it to open.
