| Penn. jail to open special rooms for inmates, lawyers to meet |

Under the threat of an American Civil Liberties Union lawsuit, the Allegheny County, Pa., Jail has created space for inmates to meet with their attorneys. The jail will open meeting rooms on this week, furnished with chairs and desks, on seven of its eight floors, according to Witold Walczak, executive director of the ACLU's Pittsburgh chapter. For years, defense attorneys have complained that the jail does not consistently provide space for side-by-side meetings with incarcerated clients. But the county began taking the complaints seriously only after the ACLU's Pittsburgh chapter threatened to sue in an Oct. 13 letter to Warden Calvin Lightfoot. The ACLU warned that the county has been violating the inmates' constitutional right to legal representation. Defense attorneys welcome the impending availability of designated meeting rooms. Until now, the county has made special provisions for attorneys to meet side by side with their clients in the jail. But typically, attorneys have had to use the same visiting rooms as the general public, talking to their clients and showing them documents through a Plexiglas barrier. The meeting rooms represent the county's second attempt at setting aside designated space for attorney-inmate talks. The builders of the 5-year-old jail constructed attorney-inmate meeting rooms, but the county has not let lawyers use them. The rooms were so poorly designed, inmates could walk out through the same door their attorneys entered and easily escape. Defense attorneys' complaints were never fully addressed until the ACLU became involved last fall. |
