State to Seek New Bids for Private Prison Operations

The Ohio Department of Rehabilitation and Correction will begin seeking contract proposals for private firms to run the North Coast Correctional Treatment Facility in Grafton. The union which noted problems with the former contractor, Massachusetts-based CiviGenics, plans to show DRC it can run the minimum-security prison for substance abuse offenders more efficiently, but an agency spokesman said recently that Ohio law requires a private vendor. 
State lawmakers say they are considering some options in that regard and perhaps create some opportunities for union proposals. CiviGenics ran the Grafton facility for 18 months under a contract that paid the firm about $15 million, but DRC declined to renew the contract earlier this year, citing problems with staff and management retention. CiviGenics CEO Roy Ross pointed to 'union hostility' as the root of many problems the company faced in opening and operating the 560-bed operation.
