The ever-expanding shortage of prison officers is costing Texas taxpayers tens of millions of dollars, forcing the state to employ under-trained correctional officers and posing greater dangers to inmates and prison staff members, according to a state audit. The shortage of correctional officers more than doubled between 1999 and the end of last year, the state auditor's office found. As of Dec. 31, 2000 the Texas Department of Criminal Justice had almost 2,600 vacancies in the force that has an authorized strength of about 25,000. The audit also found that only 35 percent of the correctional officers promoted to sergeant in the past two years received the training necessary to effectively manage the prison system's inexperienced officer staff. And about 25 percent of the rank-and-file officers received the in-service training the prison system requires. The cost of coping with the high turnover rate, such as paying overtime and constantly training new recruits, was more than $40 million in 2000, according to the audit. |
