Two inmates take spin in patrol car; jailer is charged

A state prisoner serving his time in the Van Buren County jail crashed a patrol car in Conway County over the weekend, leading to a felony charge against one of his jailers and another jailer being placed on administrative leave.
The latest escapade involving a state prisoner housed in a county jail
mirrors one that occurred about two weeks earlier. In that episode, police raided a suspected drug house in Van Buren County and found a state inmate who was supposed to be in the Conway County jail.
Both inmates are in the Act 309 program of 1983, in which state prisoners are housed in county jails. The prisoners perform work for the county, such as maintenance. In the latest case, an inmate serving six years for theft of property, forgery and intimidating a witness, drove a sheriff's patrol car into Conway County and crashed it into a ditch.
He was accompanied by a county inmate who was serving time in the Van Buren County jail for a misdemeanor charge of theft.
An investigation showed Powell and Simmons had been working on the patrol car at the jail when jailer Phyllis Blevins, 39, brought them alcohol, officials said. Apparently, after drinking the alcohol the prisoners drove off in the car.
A search of the area where Simmons and Powell worked on the patrol car uncovered a bottle Ever Clear grain alcohol in the drawer of a toolbox.
The investigation also showed that another jailer, conducted a check of the cells at 2 a.m. on Sunday and did not determine that anyone was missing.
State prison spokesman Dina Tyler said the Department of Correction is investigating the matter, in addition to returning Simmons to prison.
