FBI: Inmates, Woman Bilked Prison Bureau Out of More than $137,000

FBI agents say two inmates at the federal prison in Jesup, Georgia embezzled $137,759 from the Bureau of Prisons through invoices from a bogus Ohio company.
The girlfriend of one inmate assisted with the plot by setting up the bogus company, according to sworn affidavits by FBI agents seeking warrants to seize the money.
The affidavits say the three used a computer system assigned to UNICOR, a self-sufficient unit of the Bureau of Prisons that provides jobs for federal inmates. At the Jesup prison, which has 1,115 inmates, UNICOR operates a textile factory with 410 inmate-employees who make military uniforms.
A federal grand jury in Savannah is expected to review the case for possible indictments. None of the trio has been charged.
The FBI investigation began March 5 after prison officials detected discrepancies while reviewing computer files for UNICOR contracts and related invoices for supplies allegedly purchased from TYBY Textiles in Shaker Heights, Ohio.
The bogus company was able to get on an approved-vendor list, which is required before doing business with the prison bureau, according to the affidavits. One of the two accused inmates worked at the UNICOR factory, handling billing invoices for supplies, and had access to the company's computer system with a password issued to an office manager, the agents said.
The manager became suspicious about 'abnormally high costs'' for materials purportedly purchased from TYBY and alerted prison officials to discrepancies and possible theft, the affidavits said.
Investigators said TYBY was an acronym for 'Thank You Bill Young,'' a wry reference to the associate prison warden who oversees UNICOR operations. Young was not implicated in the plot and isn't accused of any wrongdoing.
The prison system has procedures to detect criminal activity, bureau spokesman Dan Dunne said.
