| MD. Panel Votes to Halt Executions |

A Maryland state senate committee yesterday approved a one-year moratorium on executions in Maryland, over objections of its own chairman, who vowed to kill the legislation later. The Judicial Proceedings Committee passed the moratorium 6 to 5. This legislation is different than previous legislation passed by the House of Delegates. The proposal resulted from a growing concern in Maryland about whether the death penalty is being applied fairly. Moratorium backers say it would allow for a study to determine whether racial bias affects how the death penalty is applied and for the legislature to consider any changes to Maryland's capital punishment law. If the moratorium does not go into law, as many as four of the prisoners on the state's death row could be executed by the end of the year. |
