| Family says county improperly freed prisoner who threatened woman |

For the second time since 1999, a prisoner in Ohio accused of threatening a woman was mistakenly released from custody, and advocates for crime victims are demanding an explanation. David Richardson, 40, was set free for five days last month even though probation officers wanted him confined in Warren County. He surrendered at the county jail last week after learning that authorities were looking for him. Warren County officials last year agreed to change jail procedures after a woman was killed by an ex-boyfriend who had been accidentally released on a holiday furlough despite an order from probation officers that he be held. Sheriff Tom Ariss said recently that Richardson was released because Warren County had authorized work-release for the prisoner. The work-release privilege was revoked, at the request of Warren County prosecutors. The judge said Richardson had violated a court order by contacting his estranged wife. A grand jury indicted him after she filed a domestic violence charge against him in November. Warren County sheriff's officers turned Richardson over to the sheriff in a neighboring county, where he was wanted for contempt of court for failing to pay a fine. He posted bond there and was set free the following day. Officials said the county released Richardson because its officers had no information that any other law enforcement agency wanted him. |
