Texas execution moratorium proposed

Under a resolution approved Wednesday, Texas voters would decide whether to halt executions for two years to give the state time to study its system of lethal injection. 
The Senate Criminal Justice Committee approved the measure 4-3. If approved by the Legislature, the resolution would go before voters in November. 
'Texans ought to have a chance to vote on their death penalty system,' said Sen. Eliot Shapleigh, who sponsored the resolution. 
The committee also passed a companion measure calling for the study of the death penalty system. Shapleigh said he wants to examine the case of each inmate on death row. 
Texas executed 40 inmates in 2000, making it the most active death penalty state. Six have been put to death this year. 
Texas' death penalty system came under national scrutiny during the 2000 presidential campaign of former Gov. George W. Bush. 
Bush maintained that no innocent person had been executed in Texas, a belief shared by his successor, Republican Gov. Rick Perry. 
'The governor has said he does not believe a moratorium is necessary,' said Perry spokesman Gene Acuna. 
It will take a two-thirds vote by both the House and Senate to place the referendum on the statewide ballot. 
Kerry Max Cook, who spent 20 years in prison - 13 on death row - before testing of key DNA evidence pointed to another suspect, had lobbied lawmakers for the resolution. 
'This is what I survived for,' Cook said from his home in Plano. 'I'm not an abolitionist. I'm fighting for the innocent victims of the death penalty.'
