House committee approves police powers at N.C. private prison

Officers at a new privately run prison for federal inmates in Hertford County, North Carolina could use police powers to stop escapees under a bill approved in a House committee.
The officers at the Wackenhut Corrections Corp. would be able to capture and use deadly force to stop escapes from the new facility, which will house 1,200 low-risk prisoners from Washington, D.C.
The House judiciary panel approved the bill on a voice vote recently after several meetings debating the measure. Some members were cautious about giving such powers to private officers, but received assurances the authority only would be used for capturing prisoners.
The Senate approved a similar measure last month. House committee amendments would increase the amount of liability insurance required by Wackenhut and allow the state Correction Department to receive the names and positions of those working at the prison on the act's effective date.
Wackenhut received a federal contract last fall to build the prison and house the inmates. The company also received tax breaks from Hertford County, which heavily courted the $60 million project and its estimated 350 jobs.
The project developed even as state officials soured on the idea of private prisons. Lawmakers also imposed a moratorium on new private prisons housing state or county inmates and banned future deals like the one involving Wackenhut.
However, the Federal Bureau of Prisons told the state it couldn't stop the Hertford project because it was already contracted.
