| Pa. Officials Charged in Prison Sex |

Three corrections officers and a counselor were charged Wednesday with coercing sexual contact from four female inmates. The four men were charged with felony institutional sexual assault at the Bucks County prison, north of Philadelphia. The jail typically houses 800 inmates serving sentences of less than a year or defendants who are awaiting trial. They 'took advantage of their absolute physical, mental and emotional control over these inmates in order to coerce sexual favors,' said District Attorney Diane Gibbons. The four men are charged in separate incidents. Each has been suspended without pay, pending further investigation. 'No words can express our disappointment at having to stand before you today and admit that four staff members of the Department of Corrections have been charged with criminal offenses,' said Warden J. Allen Nesbitt. Capt. William McMullen, 45; Sgt. Robert Gilmore, 38; and Jeffrey Budd, 43, were arraigned and released on $10,000 bail. A preliminary hearing was scheduled for Aug. 2. McMullen, Gilmore nor Budd would comment on the charges after the arraignment. Counselor Peter Doyle, 33, committed himself to a psychiatric facility last week after learning he would be charged, Gibbons said. Court documents allege the four Corrections workers assaulted inmates, arranged sexual trysts with inmates or exchanged favors for inmates who exposed themselves or performed sex acts. |
