| Fla. Court Issues New Appeals Rules For Death Row Inmates |

The state Supreme Court issued new rules Thursday designed to streamline and speed up the appeals process for death row inmates. Starting in October, a trial judge will be assigned to oversee every new death penalty appeal and hold a status conference every 90 days. Other changes include a 75-page limit on appeals, deadlines for motions and a requirement that trial judges hold evidentiary hearings. 'This court has engaged in exhaustive efforts to balance the concerns of fairness and justice with the need for finality in post-conviction proceedings in death penalty cases,'' Justice Major Harding wrote in Thursday's majority opinion. Condemned killers will still have a year after their sentence is upheld to file a second appeal. |
