| Michigan Felons Will Have to Give DNA Samples |

Convicted felons will have to provide DNA samples for a state database under bills the governor signed into law recently. In signing the measures, Gov. John Engler said the measure sends a strong message to potential criminals. Law enforcement officials said 30,000 new DNA samples would be added each year to the Michigan State Police's database and speed investigations. The laws are effective Oct. 1 for criminals convicted of a felony or certain misdemeanors. Prisoner rights advocates have said the laws invade the privacy of those convicted of nonviolent crimes, such as embezzlement. But Col. Mike Robinson, Michigan State Police director, said the department will only use the samples to compare with DNA found at crime scenes. The state's DNA database already contains the DNA of 16,000 criminals convicted of certain violent crimes, including sexual assault, murder and kidnapping. Michigan will join eight other states that already collect DNA evidence from convicted felons. When the law becomes effective, those newly convicted felonies and misdemeanors will be charged $60 for DNA sample kits. Those already serving time will be required to provide samples before release from prison or jail. |
