| ACA Conference Wraps Up |

The American Correctional Association held its annual summer congress this week in Philadelphia. Attendees from across the country particiapted in the conference that featured an exhibit hall of vendors catering to the corrections market. During the conference's opening session, former three-term mayor of New York and “People's Court” judge, the Hon. Edward Koch discussed the high rate of recidivism in the U.S., adding that it is an advantage to society to prevent ex-offenders from becoming recidivists. “They don't have the families and family makes the total difference in changing the recidivism rates,” said Koch. He
proposed a program called “Second Chance,” that would require ex-offenders
who have served their time and have no more than two felonies and two
misdemeanors to obtain their GED and complete community service, as well as
obtaining drug/alcohol treatment if needed. The
event also included the presentation of the Walter Dunbar Accreditation Award to
Kathleen M. Hawk Sawyer, Director of the FBOP.
Hawk was praised for attaining accreditation for every one of the
agency's facilities. Additionally,
the New York Department of Correctional Services received the Commission on
Accreditation for Corrections Commitment to Excellence Award, only one of three
organizations in the nation to have reached 100 percent accreditation. The
conference, which drew a handful of protesters at the Philadelphia Convention
Center, also included several days of professional development workshops. The
conference ends today. |
