Connecticut Pulls Prisoners From Wallens Ridge

Connecticut prison officials decided to remove 133 inmates from Virginia's Wallens Ridge supermax prison after Virginia's top prison official refused to allow a tour by a Connecticut state agency charged with protecting the rights of the mentally ill.
Connecticut prison officials portrayed their decision to remove the prisoners from Wallens Ridge as part of a restructuring of Connecticut's inmate population, some of which will be relocated to a medium-security Virginia prison south of Richmond.
They declined to confirm or comment on the action by Virginia Corrections Director Ronald J. Angelone.
Angelone acknowledged his action in a statement recently, related by Virginia corrections spokesman Larry Traylor. The group whose visit Angelone rejected is the Connecticut Office of Protection and Advocacy for Persons with Disabilities, which also is charged with monitoring the rights of the mentally ill.
McGaughey said a representative from his office visited Wallens Ridge in the spring, but Angelone refused this month to allow a second visit with a psychiatric expert. The office was seeking to investigate reports that Connecticut inmates were not receiving proper psychiatric care.
The American Civil Liberties Union applauded the state's decision to remove its prisoners from Wallens Ridge. A lawsuit the group filed in federal court in Hartford in February called Connecticut's decision to house some prisoners in Wallens Ridge 'cruel and unusual punishment' because of what it claimed was indiscriminate use of five-point restraints and stun guns.
Remaining in Wallens Ridge are more than 900 inmates from several states, including New Mexico, Wyoming and Virginia.
