Calif. Senate approves PepperBall weapon

Despite law-enforcement groups' opposition, the California Senate passed a bill allowing the PepperBall to be sold over the counter as a self-defense weapon, the Contra Costa Times reported Aug. 13.
The air-powered PepperBall gun is the size of a flashlight, but shoots hard plastic rounds that incapacitate the target with pepper spray. The weapon includes a laser targeting sight.
'It's going to give people who don't want a firearm in their home an alternative that will stop attackers and is non-lethal,' said Dennis Cole, spokesman for Jaycor Tactical Systems, the San Diego designer of PepperBall weapons.
Police departments nationwide use Jaycor's pepper pistols and rifles, which function much like the Pepperball weapon. But police are against allowing the PepperBall for consumer use. They are concerned that the weapons could be used offensively, such as in drive-by attacks, or be mistaken for handguns by police, leading to armed confrontations.
The measure passed by the California Senate would allow the PepperBall to be sold over the counter to adults ages 18 or older without requiring background checks, training, or the 10-day waiting period required to purchase handguns.
California Gov. Gray Davis has not indicated whether he would support the measure.
