Police Foil Prison Break-In

Oregon State Police foiled an attempted prison break Wednesday night -- arresting an ex-con who was trying to get back in. 
According to a news release, Corrections Officer Ramiro Yanez responded to a security alarm around 9:30 p.m. at the state's medium security prison. Yanez called for backup and detained an intruder who was trying to cut through the interior fence. 
Joel Damon Montoya was searched and placed under arrest. Officers found on him a white powdery substance and escape devices, police said. 
Montoya had been released earlier in the day after serving a year on sex abuse charges. 
Corrections officers conducted an emergency inmate count and locked down the facility. All inmates were accounted for. 
Montoya suffered some cuts to his legs from the razor wire on the fence. He was taken into police custody. 
State police and corrections officials are investigating the incident.
