The U.S. House of Representatives has approved a $1.5 billion juvenile-justice grant program, but the measure's fate in the Senate remains unclear, the Associated Press reported recently. The bill, H.R. 863, provides $500 million per year for the next three years to fund gun courts and drug courts, establish school safety programs, hire court and correctional officers, and construct juvenile corrections facilities. Grant awards would be conditioned on states passing graduated penalties for young offenders or explaining their reasons for not doing so. But the measure may have trouble in the Senate, which has sunk similar bills during the past couple of years after gun-control legislation was attached. |
