New Jersey County Jail Wardens Association
General Monthly Meeting: January 14, 2009 Ria Mar Restaurant South River New Jersey.
Meeting called to order at 10:25 AM quorum present.
Warden Harron Introduced Middlesex County Deputy Freeholder Director Chris Rafa and the New Executive board members, Warden Cicchi, Director Aviles, Warden Hendricks, Warden O’Neill, and Warden Fraser were sworn in by Freeholders Chris Rafa and Deborah Scott.
President’s Report: Warden Cicchi thanked Past President Rich Harron for his service as Association President and a member of the Executive Board for the past six years and presented him with a plaque on behalf of the association.
Meeting Minutes: Copies distributed and posted on the web site, motion to waive reading of the minutes second and passed Frank Mazzone/Cumberland.
Executive Board Meeting: No meeting was held in January, no report.
Treasurer’s Report: Copies distributed, Warden Hendricks reported the following account balances:

Voting Sessions, Assembly February 5th, March 5th, and March 16th. Senate January 13th.
Committee Agenda, A749 Uniform ID cards posted in Law and Public Sasfety Committee January 15th.
Scholarship Committee: No report.
Conference: Warden Harron advised he received the contract for review for the hotel for the 2009 conference and the dates proposed are September 22, 23, and 24, 2009. The Avalon Golf Club will be contacted to reserve September 21, 2009 for the fundraiser golf outing. A good faith deposit of $1,000.00 is requested by January 25, 2009.Warden Cicchi advised that the Executive board will review the contract and respond to the Grand Hotel.
C-TAC: Copies posted on the web site, Lieut. Marazo reported that the first three sections of the Correction Officer Performance Objectives have been completed in draft form and will be e-mailed to the wardens for review before they go the PTC. Due to the P.O. updates the committee needs to meet twice per month. Meetings are on every 3rd Friday at 8:00 AM in Ocean County and the first Wednesday at scheduled facilities. The committee thanks Warden Hutler and Ocean County Corrections for the assistance.
CJIS: No report.
DOC: Joe Hartmann advised that the revisions to the Administrative Code re: searches went to two D.A.G.s and came back to DOC for some wording changes. Once those changes are completed they will go back to the D.A.G. and then to the Governor’s office for approval, then out for public comment.
The state is in the process of shutting down Riverfront State Prison and some inmates have been transferred out already. The Shutdown should be complete by summer of 2009. the State does not foresee any impact on the county jails.
Warden Jule Cole from Burlington County retired in December but there has been no word on his replacement. Warden Cicchi will reach out to Burlington County and invite the new warden to the next meeting.
Frank Mazzone questioned whether or not there was any discussion at the DOC regarding the proposed legislation requiring the state to pay for inmates from the first day after sentencing. Joe was now aware of any discussion at the DOC. Frank requested that a resolution be enacted supporting the pending legislation. Warden Hutler recommended contacting NJAC to get higher level of support for the bill. The resolution was tabled until we can discuss the issue with NJAC. Warden Cicchi will reach out for Nick DiRocco for input.
Retired DOC Captain Karl Klein has been appointed as the Administrator for Central Transport and is working to make that process run more smoothly and advised the association that he will be happy to work with county facilities to address any issues they may have. For now all agreements will continue unchanged until their renewal.
CCIS: Copies distributed, Paul Dermody reported on the following issues:

Meeting with Municipal Court Administrators to implement Daily Detainer Reports.
Vendor Interface Grant, Jail Management System Method.
E-VFN Impact on Jails. Minimal.
CCIS-LiveScan Interface.
Warden Harron forwarded a letter to AOC on behalf of the association urging the funding be continued and noting our priority for the vendor interface method work.
OAG: Nick Deluca updated the photo mug shot program and advised the photos are going to State Police from the county jails. All reimbursements for the program were completed in December.
Currently work is being done to further the plan to require police departments to provide SBI number for arrestees committed to jails. Money has been freed up to provide live-scan units for 41 more police departments and a grant is being applied for to provide an additional 10 more departments. Letters are going to Prosecutors to use seizure funds to this purpose but that has not been successful to date.

New Business: Director Thomas inquired about the possibility of getting the number of minimum recruits necessary for an approved PTC Corrections Academy class reduced to allow training less than 25. With economic times numbers are down but new officers still need to get training. This adds to requests for extensions which the commission frowns upon. Warden Cicchi will bring up the issue at the next PTC meeting.
Good of the Order: Sheriff Provenzano, Somerset County congratulated the new Executive Board and advised that as the new President of the Sheriff’s Association he is looking forward to working closely with the Wardens Association and encourages the lines of communication be open at all times and work for the common good of both organizations.
Warden Saunders strongly encouraged the association form a plan of action to pursue a change to the legislation regarding strip searches which is a large part of the current lawsuit issues facing many of the county jails. Warden Cicchi advised that the Executive Board will work on the issue.
