General Monthly Meeting: January 13, 2010 Ria Mar Restaurant South River, New Jersey.
Meeting called to order 10:20 AM quorum present.
Meeting Minutes: Copies distributed and posted on web site, motion to waive reading of minutes second and passed Monmouth/Frank Mazzone.
Executive Board Meeting: The Executive Board met in Tom’s River on January 8, 2010, members present were: Warden Cicchi, Warden Hutler, Warden Thomas, Warden Fraser, Warden O’Neill, and Frank Mazzone. Topics discussed were:
Proposed changes to Administrative Code re: strip searches, will request meeting with new DOC Commissioner and A.G.
Review of A.G. policy on use of stun guns. Dr. R. Celeste Somerset County Police Academy will meet with the Association and recommend changes for Corrections.
Propose meeting with C.C.I.S. re: Vendor Interface.
February Meeting will be held at Tuzzio’s Restaurant in Long Branch.
President’s Report: Warden Cicchi introduced Bob Petracco from the Federal Census Bureau who addressed the upcoming 2010 census as it relates to prisons and jails. He will be coordinating with the jails from Monmouth and Hunterdon and South. The New York Office will be handling the counties in the remaining counties in the North. Bob advised that nothing will be imposed on the jails by the Bureau. The jails should tell them what process will work in their jail and the Bureau will advise what data they need. Bob cautioned that the New York office works differently from his office. The census will be conducted in February and March and will be addressing the population in place on April 1, 2010.
President Cicchi addressed the association on the passing of Tom Fricchone, the Assistant Administrator from Hudson County who died just before Christmas. Tom was a good friend and valued member of this association and will be greatly missed. Tom was strong force in raising funds for the Scholarship Program and was about to take over our new Lobbying Committee. It was recommended that we name our scholarships in his name in recognition of his contributions.
Treasurer’s Report: Warden Hendricks reported the following account balances:
General Checking $5,982.84
Scholarship $19,927.28
Total Bank Account Balances $25,910.12
Warden Hendricks also reviewed the Scholarship Investment Account earnings reported by Stifel Nicolaus for 2009. Interest earnings for 2009 were $2,514.24 for a total account balance of $102,514.24.
Total Association Assets as of January 11, 2010 are $128,424.36. Motion to accept the report second and passed, Somerset/Mercer.
Legislative Report: Copies distributed Tony Fuccello reported one bill of interest to the association was S2556 permits an Undersheriff to perform certain administrative functions of the Sheriff. No update available re: December report of jails being required to maintain prescription medication inmates come in with as it relates to methadone maintenance. Warden Cicchi will contact Assemblyman Barns from his district.
Scholarship: No report
Conference: No report.
C-TAC: Copies posted on the web site, Lieut. Marazo reported that the committee met on January 5, 2010 in Monmouth County. Nomination and election of new officers were as follows:

On January Lieut. Marazo and Sgt. Ent met with Larry Evans from DCJ re: P.O.s submitted to PTC. He is very impressed but some of the objectives are to in-depth and need to be revised. The committee will meet on January21 and discuss this. Next meeting dates are:

CJIS: No report.
DOC: Joe Hartmann advised that the deadline for pubic Comment regarding the change to the Administrative Code on the strip search issue is March 5, 2010 and he recommended that the association respond with their concerns. Warden Hutler asked if there would be an open meeting on the issue. Joe was not certain if there would be a meeting or if one needed to be requested. He advised that the comments would be published but was not sure if we could get copies of the comments from both perspectives prior to that time or prior to any hearing or if a general request or OPRA request had to be filed. Joe would check with the Commissioner’s Office for that info.
CCIS: Copies distributed Paul Dermody Discussed the following topics:

Vendor Interface Grant Vendor Jail management System Method
Analysis documents have been completed Management is reviewing it now. The Association has requested to meet with AOC to discuss the option or lack of one provided for using a jails local information management system as the point of entry for data.
Warden Fraser and Hutler spoke on behalf of the Associations displeasure that after all these years of promising an interface would be provided for jails to use one point of entry for data and it would populate both CCIS and the jail’s info management system and now CCIS is backing away for lack of funds. No priority to jails who supply most of the information to the system. A meeting will be held with the Executive Board meeting at Monmouth county on February 5, 2010 with CCIS management to discuss to interface. Some counties will move away from using CCIS and only populate their own systems if no solution if found.
OAG: Copies distributed, Nick DeLuca reported on the following topics:
Live Scan/Mug Shot Purchase funds released on December 22, 2009 for remaining 139 PDs roll out to start in late February and be completed in October.
Morpho Trak convinced to continue maintenance of Fast ID system for next two years allowing time to acquire new funding for new fixed unit using the same procedure. Jails should assess their current needs and forward any increases needed to Nick for ordering of appropriate number of units.

Meeting Presenter: Clear Skies Solar (Sunray Power), Ezra Green, Josh Goldworm, and Tom Oliveri discussed capabilities of using solar collectors on jails to power facilities and reduce costs to the counties and reduce carbon emissions.
Counties in Attendance: Somerset, Cape May, Burlington, Monmouth, Mercer, Essex, Cumberland, Middlesex, Hudson and Ocean.
