BOULDER, Colo. – Nov. 3, 2014 – The GEO Group has named Matt Swando to lead BI Incorporated, a leading provider of offender supervision, treatment and training programs for correctional agencies. Swando has been with BI for more than a decade, having most recently held the position of vice president of sales since 2011. Swando becomes only the fifth BI leader over the company’s 36-year history.

The GEO Group, BI’s parent company, made the move after promoting Ann Schlarb, Ph.D, to vice president of GEO Community Services. GEO Community oversees three GEO companies, including BI, that deliver community-based alternatives to detention, treatment and training for offenders. Schlarb was named BI divisional vice president in 2013.

Prior to leading the sales team, Swando served as BI’s Reentry Supervision Services national sales manager, focused on supporting agencies with cognitive behavioral treatment programs. Prior to that, he was responsible for the western U.S. sales division. Swando joined BI in 2004 as a business development executive.

Swando has also worked as a community corrections specialist, pretrial investigator and market analyst. He earned his bachelor’s degree in criminal justice with an emphasis in alternative corrections from Central Michigan University, and his master’s degree in criminology with an emphasis in public administration from the University of South Florida.

Established in 1978, BI offers more than a dozen electronic monitoring products and services that help probation, parole, pretrial and immigration agencies to monitor individuals released to community supervision. Additionally, the company offers cognitive behavioral treatment and training programs for inmates in jail as well as individuals released to community supervision. The company was also recently selected by the U.S. Immigrations and Customs Enforcement agency to provide case management and supervision services for individuals in immigration proceedings, a public-private partnership that includes operating more than 40 locations nationwide.
