Article: May 19, 2004-Elmo-Tech Ltd., global provider of leading electronic monitoring technologies for the corrections industry, has been awarded the contract to supply home detention systems to the Lille Regional Directorate of Penitentiary Services, following a competitive tender. The Lille programme currently operates EMS-2000i system., which is developed, manufactured and marketed by Elmo-Tech Ltd. The Lille site is a model programme in France for scope and efficiency, and is servicing cases from 6 prison facilities in the region. The Lille administration now intends to expand to 2 new facilities. The programme is therefore expected to grow further during the period of the contract. Elmo-Tech's monitoring systems and field units are deployed in 9 regional sites in France, accounting for some 75% of the market there. France is now in the final stages of its regional pilots scheme. The French Ministry of Justice is expected to publish its national monitoring programme tender later this year. Contract awards and implementation are currently anticipated for mid 2005. The Ministry's current rollout plan reflects a potential market for electronic monitoring systems of 4-6 million for the initial phase of the program.
